IOWA TEST OF BASIC SKILLS SPRING 1991:
The Iowa Test of Basic Skills (ITBS) (before it was transformed and transmuted) provided the most accurate picture of the achievement levels of Katy ISD students.
The school district stopped giving this test because, in my opinion, they wanted to hide from the public the true academic ability and proficiency of Katy ISD students.
More recently the ITBS has been transformed to fit the Common Core teaching that is transpiring, so it no longer, in my opinion, could provide a truthful assessment of real academic knowledge by KISD students.
The following chart shows the ITBS and the Tests of Achievement and Proficiency (TAP) in the Spring of 1991.
In my opinion this is the last true norm-referenced test given in Katy ISD.
