A regular meeting of the Board of Trustees of the Katy Independent School District was held on Monday, July 26, 1993, at 5:30 p.m. with the following Board members present:  Joe Adams, Stanley Thompson, James Peters, Ken Burton, and Mary McGarr.  Absent:  Larry Moore

Others present:  Hugh C. Hayes, Don Stacy, Don Mercer, Jan Barnett, Bill Moore, Ken Leach, Janet Everett, Charles Rogers, Richard Bruce, Karen Wilson, Frank Norwood, Scooter McMeans, Artis Hinds, Rick Stockton, Kim Burns, Ken Rychlik, Katy Times/Marva Culver, Houston Chronicle/Sandra Meinke and George flynn, Judy Ortolon and interested patrons of the District.

Approval of Recommendations Regarding Student Tests:  Motion by Peters, seconded by Williams for approval of the administration's recommendations regarding student tests as presented.  An amendment to the motion:  Made by McGarr, seconded by BUrton to delete the second part of #1 -

1.  All graded tests (including test questions) are to be released to students for their personal records.  Exceptions may be:  Final examinations, semester examinations, and six weeks tests.

2.  All high school will conduct a survey during the first semester of the 1993-94 school year to determine parental opinion regarding the necessity to have all tests returned to students.

Amendment made by Thompson to leave in the "exceptions" to rea as follows and strike statement #2:

1.  All graded tests (including test questions) are to be released to students for their personal records.  Exceptions may be:  Final examinations, semester examinations, and six weeks tests unless such tests are requested to be released by parent.

Amendment agree to by McGarr and Burton.

Joe Adams, Board President, called for a vote on the amendment to the motion.

Yeas:  Adams, Thompson, Peters, Burton, and McGarr

Nays:  Williams

Joe Adams, Board President, called for a vote on the main motion for an approval of the administration's recommendations regarding student tests.

Motion unanimously approved.

By November, Policy EKB-R (Local) had been devised and it said:

ACCESS TO STUDENT TESTS   All graded tests (including questions) are to be released to students for their personal records.  Exceptions may be:  final examinations and six weeks tests, unless such tests are requested by parents.

NOTIFIED    parents must be notified of the process to be used in obtaining copies of the student tests.
