Katy ISD officials have released the guest list for Superintendent Alton Frailey’s recent invitation-only “State of the District” speech.

GUEST LIST RELEASED – Katy ISD has released the guest list for Superintendent Alton Frailey’s recent invitation only “State of the District” address.

The list of invitees was released in response to an open records request filed by InstantNewsKaty.

Those on the guest list included a host of high-profile movers and shakers in the Katy area, with elected officials, corporate CEOs, business leaders and chamber of commerce and economic development officials all invited to the event.

The list of invitees included the entire Katy ISD Board of Trustees, the entire Katy City Council, state senators, state representatives, school district administrators and county commissioners representing the Katy area from both Fort Bend and Harris counties.

The speech generated public criticism because it was not open to the public. The event was not publicly announced in advance and media representatives were not allowed to cover the speech.

The district announced the speech only after it had occurred through a written news release and photo of Frailey with several attendees.

According to the district, a group of more than 160 guests were invited to attend the speech at the Katy ISD Educational Service Center. The actual invitation list included more than 275 names.

Frailey’s remarks, according to the district, covered district highlights that included:

- More than $19 million in scholarships were earned by Katy ISD’s 2010 graduates

- Five Katy ISD principals were selected to attend the 2010 Harvard Principal Institute

- Fort Katy ISD students were named National Merit Semifinalists;

- Since 2006, at least two high schools have been ranked in the top 6 percent of Newsweek’s “America’s Best High Schools

- In eight of the last 10 years, Katy ISD named one of the “Best Communities for Music Education.”

When asked why the event was not opened up to the public and news media, school district spokesman Steve Stanford replied, “There was no particular reason.”

A number of residents criticized the decision to hold the event before an invitation-only crowd, particularly at a time when the school board has struggled with repeated allegations it is not transparent in its operations, as well as while the district is trying to win voter approval of a proposed $459.7 million bond issue.

The school district press release did not note whether Frailey’s remarks included the bond issue. When asked by InstantNewsKaty, Stanford said “there was a brief mention of the bond.”

The meeting was not posted on the district website as a special meeting of the school board, which would have required it to be open to the public.

Frailey subsequently repeated the speech at the Katy Area Economic Development County monthly meeting, an event open to the media.

More like pigs slopping at the public trough.

I hope you interview each and every one and ask them if they went. The public and I want to know.

After examining the list more carefully, it appears that the pigs were indeed there, but mostly the attendees were another captive audience of employees who came with their PTA and PTO presidents (and I’m guessing they didn’t have much choice about the matter either).

Step #5 of Alton Frailey’s “Bag of Tricks for Passing a Bond Referendum.”

I hope the coerced attendance at this meeting ticked some of them off enough that they will find retribution in voting against the Bond Designed Only to Keep Alton Frailey Employed.
