EDUCATIONAL BACKGROUND FOR BILL PROCTOR:

Bill Proctor was elected to the Katy ISD Board of Trustees in 2011. He holds an AS Degree in Business from the Junior College of Broward County, a B.S. Degree in Business, an M.S. in Education, and a Ph.D. in Education from the Florida State University. He is retired.

Proctor served for 18 years as the Executive Director of the Florida Council for Education Policy, Research and Improvement and its predecessor board the Florida Postsecondary Education Planning Commission. These boards had a statutory responsibility to provide educational research and public policy recommendations to the Florida Legislature, the Office of the Governor of Florida, and the Florida State Board of Education. He also served as the Assistant Executive Director of the Florida Community College System and Vice President of the College at Pasco-Hernando Community College in Dade City, Florida.

Proctor was Florida's representative to the State Higher Education Executive Officers Association and was on the Board of Directors of the National Post Secondary Cooperative of National Center for Educational Statistics, which is part of the U. S. Department of Education. He is currently a member of the Association of Professional Educators, the Association of Texas Professional Educators, and the Katy Chapter of the Association of Texas Professional Educators.

Proctor is a KEYS mentor with Katy ISD, a member of the Katy Chamber of Commerce, serves with the Katy Higher Education Task Force, and is a member of the Katy Tea Party.

Bill and his wife, Mary Lou, have been married for 41 years, attend St. Bartholomew Catholic Church and have resided in Katy for seven years. Their son, Kelly, resides in Dallas.
