TEA Salary Information Shows Frailey Among Top Paid Texas School Chiefs

Salary information obtained from the Texas Education Agency shows that Katy ISD Superintendent Alton Frailey is one of the highest paid school chiefs in Texas.

According to the TEA’s 2009-2010 report of superintendents’ salaries – the last year for which complete information is available – Frailey was the 12th highest-paid school superintendent out of more than 1,200 school systems in Texas.

At the time of the ranking, Frailey’s base salary was $280,000 per year. Since that time, school trustees have increased that figure to $288,400 per year.

According to the salary survey, Frailey just edged out neighboring Cypress-Fairbanks ISD Superintendent David Anthony, who made $279,320 at the time of the survey despite helming a district with a much larger enrollment. The data showed Katy ISD’s enrollment as 59,078 at the time, compared to Cy-Fair ISD’s 104,231.

Other area superintendents listed in the ranking included:

  • Timothy Jenney, Fort Bend ISD, 69,374 enrollment – $247,800
  • Thomas Randle, Lamar Consolidated ISD, 23,864 enrollment – $216,087
  • Richard McReavy, Waller ISD, 5,407 enrollment – $178,500
  • Nathaniel Richardson, Royal ISD, 2,057 enrollment – $103,000.

The highest paid superintendent in the state was Carrol A. Thomas with Beaumont ISD. Thomas was receiving a base salary of $346,778 per year.

[Of interest is that the TEA took over Beaumont ISD in 2014]

The highest paid superintendent in Harris County was, somewhat surprisingly, not Houston ISD’s Terry Grier at $300,000. Louis B. Stoerner, superintendent of nearby Alief ISD took home $340,902, making him the second highest paid superintendent in Texas.

The top 20 highest-paid Texas school superintendents, according to the TEA’s ranking, were:

  • Melody A. Johnson, Fort Worth ISD, 80,209 enrollment – $328,950
  • Eliu M. Hinojosa, Dallas ISD, 157,111 enrollment – $328,237
  • Billy Gene Burton, Rockwall ISD, 13,843 enrollment – $325,000
  • Jerry W. Roy, Lewisville ISD, 50,840 enrollment – $305,396
  • Terry B. Grier, Houston ISD, 202,773 enrollment – $300,000
  • Richard A. Middleton, Northeast ISD, 65,498 enrollment – $296,105
  • Douglas Otto, Plano ISD, 54,939 enrollment – $284,600
  • Meria J. Carstarphen, Austin ISD, 84,676 enrollment – $283,412
  • Lorenzo G. Garcia, El Paso ISD, 63,378 enrollment – $280,314

  • John M. Folks, Northside ISD, 92,335 enrollment – $267,335
  • Robert James Duron, San Antonio ISD, 55,327 enrollment – $266,494
  • Richard E. Reedy, Frisco ISD, 33,973 enrollment – $263,268

On the opposite side of the ranking, Orville Ballard, superintendent of the tiny, 83-student Kenedy County Wide CSD, took home a modest $31,166 per year.

    When you have to have the best you have to pay for the best. Surely you don’t think KISD would be where it is today without MR. (not Dr.) Alton Frailey, do you? Why, you must be one of those parents that stress out their kids because of all of your negativity – you know, the parents that don’t know their kids as well as Alton does. Remember that from convocation? That was followed by RoboCallGate (including the TASB rep Joey Adams) and then a denial and later “my bad” from Alton when it came to violating residents/parents’ privacy. Hey, you HAVE to pay top dollar for THAT type of leadership – you can’t get away with just a measly $175K or something.

    Nick and others, please feel free to second my thoughts. I know you feel the same way!

    Nick, have you read it and do you like it?

    I find it amazing at a time when we are talking about making cuts in Katy ISD our board would agree to this contract. Not only do we pay all his insurance, personal protection, travel, but we also have a long list of events we “want” him to fly to on our dime. Read the list it is long and expensive and of NO value to us.

    How many of you corporate employed persons are paying into your 401K? How many governmental employees are paying into their 403B? Well this plan calls for US to pay the IRS maximum contribution into HIS 403b every year and we have since he came to Katy ISD. In other words we are depositing $22,000/year into his personal 403b plan every year. He contributes NOTHING. Talk about a matching contribution!!

    Can anyone guess how much Katy ISD contributes for any other employee in this district?? I will help you: ZERO.

    Given this contract you would think Alton walks on water and only talks to God when he isn’t too busy to find time for the Almighty.

    To think he washed up on our beach without a superintendent’s license and does not have a PhD. What does the BOT see that we don’t? Could it be the years he and Joe Adams spent as buddies before coming to KISD?

    I am sick and tired of it. Time is time for a new BOT across the board.

    Just a note of interest. How is this action, padding the superintendent’s contract, different from “insider trading?” The BOT is looking at the numbers, the superintendent is feeding them the numbers and has gone on record saying a salary freeze was very likely for next year.

    Yet at the same time, we cut a sweeter contract package for HIM, the guy with the insider news. It says in his contract he is to be evaluated in June and at other times as the BOT might deem necessary. Are we not waiting for June because by then the bad news will be leaking out all over the place?

    Department chairs across the district are being told to cut back in their department, they are not being told to hire or give raises, no the news is quite different. But at the top of the ESC we are passing out a salary increase and perks unheard of all the while paying at the very top of the state wide scale as if the news is all GREAT! If KISD were a publicly traded company I would short the stock today, and so would Alton even as he takes a pay bump.

    Does anyone else see this differently, except Nike who won’t answer questions anyway?
