If things are as they have always been, a great portion of this scholarship money emerges when someone gets accepted to one of the military academies or gets an ROTC or an NROTC "scholarship."  They include room and board, tuition and most necessities.  Of course the student "pays" for this free trip to college by serving his country for at least five years and maybe more.  So I'm not sure I would call those dollars "scholarships."  It is an arbitrary designation by the school district. 

A scholarship exists when funds/money is given to a student for tuition, room and board and his personal use while attending college, and there are no strings attached as regards paying it back at a later time.  That's an important fact to realize when one is analyzing supposed scholarships.
