There's no good reason to save Thank You notes, but sometimes one does. Since I did, and since there are those who now believe that I "never did much of anything," I thought I would share some of them.

"November 15, 1993  Mary,  Thank you for the time that you have devoted to helping us clarify the District's responsibilities under special education and under 504.  We are trying very hard to create a balance between meeting student needs and reducing personnel costs as requested.  We are currently gathering information on the Secondary program that Scottish Rite has developed.  Richard Bruce is checking prices, availability etc. For 504 only students, manpower will be a challenge.  Nonetheless, we will investigate all options.  We are also trying to address the problems associated with the confusion over when the the District is required to test.  I have written a letter to Mrs. Porto requesting a meeting.  I have also asked for Brenda Ritter's assistance in writing an article for the paper.  There is definitely a need for clarification of this issue.  Again, thank you for your interest and time.  Sincerely, Bonnie Holland"

July 6, 1992  Dear Ms. McGarr, I want to thank you for your input at the June Board Meeting about the D.A.R.E curriculum.  Of course, my hope was that the Board would delay action on adoption of the program until further research could be done.

I am concerned the Board accepted this program without viewing the curriculum and study done on it. While I know that you can not possibly read all the proposed programs, I feel we owe it to our children to make sure the programs adopted truly work.  I hope K.I.S.D. has not accepted D.A.R.E. on hype only.

In reference to one of the articles I gave you, I will quote what the writer said, "Did this mean, I inquired, that schools will buy drug education programs without asking whether they lead to more drug use or less?"  He answered, "experienced school administrators can look at our curriculum and get a gut feel for just how sound it is." (Principled Morality VS. Consequentialism pg. 1) Concerning even more is that no one in K.I.S.D., to my knowledge has seen the curriculum.

What I'm wondering, and perhaps you can help me understand, is the process by which a Board will reject or accept a new program or curriculum.

Once again, I thank you for questioning before voting on this matter.  I do appreciate your input.  I am continuing to make calls and receive information about DARE.  I will be passing it on to the Board.  I look forward to hearing from you.

[Of interest is the fact that Ms. Cummins was gently pointing out that I had voted on a program without seeing it.  That was one of the questions that I posed to the superintendent, and the answer to which was, "They will not let us see the curriculum until we vote  to use it!"  And then I voted to get it!!!  Not sure what I was thinking.  I spent the next four years trying to get rid of it, because the DARE program was just another psychological intrusion into the lives of our students.  I'm guilty as charged on this one, and I lived to regret my vote. Please accept my apologies to you for the position in which his errant headline has placed you.  No one in the Katy school district has been more tolerant of my opinions than you have, and no one has maintained, at least to my knowledge, a more objective stance than you have in all our encounters.  You are a professional in the truest sense of the word.

I treasure your friendship and admire your competence, and I hope that Mr. Steger's blunder will not alter our relationship.

When I resigned before my term was over, the Houston Chronicle which never quite got what I was saying, printed this article:

KATY SCHOOL TRUSTEE MCGARR RESIGNS POSITION, BLASTS BOARD

Katy -- Two-term Katy school trustee Mary McGarr has quit her post with a resignation letter that accuses fellow trustees of not caring about the future of local schools.

Among its criticisms, McGarr's letter alleges that the board has tolerated "the efforts of some elementary principals to make socialists of our students" and has turned classroom work in the direction of outcome-based education, which some critics say downplays academic achievement.

The homemaker, 55, also charged that parents are indifferent to school matters.  McGarr's generally conservative views on education issues with political or social overtones, such as sex education, sometimes put her on the losing side.  Monday night, she stood alone against other trustees who approved a change in the manner of grading for kindergarten and first grade pupils.

Board president, Joe Kimmel said McGarr's departure surprised and disappointed him.  "We could always count on Mary to bring a challenge to the board and to encourage discussion," he said.

McGarr had a year left in her second term.  Kimmel said she may be replaced by appointment or special election, but trustees may also leave the post vacant until the 1997 election.

My resignation letter is elsewhere on this web site.  I was upset about a lot of things the day I resigned.  The Board president, Joe Kimmel, a product of Shell Oil's Total Quality Management propaganda, never wanted to discuss anything. He just wanted, in my opinion, to vote YES on everything put in front of him. We were supposed to be "team" players no matter the issue. Yes, I was concerned then as well as now about the lack of emphasis in our schools on academics. The getting rid of academics in the 1990's is why we have all the Millennials voting for Hillary Clinton and making fun of Donald Trump twenty years later.  Hillary's It Takes a Village baloney has ruined the minds of several generations of Americans.  She's always been about "control" of the masses.  Only a miracle may have saved us.

As for "sex education" I was the only board member who went to a school year's worth of committee meetings on that subject.  A parent asked me to come because she said the chairman wouldn't listen to anything anyone else said unless I was there.  So I went.  I had two main concerns.  First the sex ed stuff was too graphic for fourteen and fifteen year olds. Anybody who had looked at their sex ed texts and ancillary materials could see that. The other concern was that the superintendent never told the Board that sex ed in junior high (seventh grade) was no longer required when the state changed the law.  He just kept us in the dark for two years so he wouldn't have to end the course. That's what liberals do! They hide things.

Fran Sicola was a good administrator.  She was an assistant superintendent who did a good job especially under the circumstances.  I had known her from our membership in Delta Kappa Gamma.  She was competent, caring of students, and always a lady. 

Mrs. Sicola passed away in 2013.  If anyone should have had a school named in her honor, it was Mrs. Sicola. Hopefully someone did that in Lufkin.
